The state portion (4%) is exempt everywhere. For the local portion (county/city tax up to 4.875%), each locality must pass a resolution to also exempt these items. Most major counties (NYC, Westchester, Erie, Monroe, etc.) have opted in. No refunds for purchases made before June 1, 2024
